Research and Enlightenment on the Development of Grass-roots Library in Japan
The article examines the construction of basic libraries in Japan,aiming to provide reference for the construction of grass-roots libraries in China.First,it examines the regulations and policies related to the development of grass-roots libraries in Japan,which clearly define the position of Japanese grass-roots libraries as"front-line libraries"and stipulate the criteria for the establishment of grass-roots libraries and their operational tasks.Second,it surveys the number of libraries,full-time staff,and funding for grass-roots libraries in Japan since 2000,and examines special initiatives related to the development of grass-roots libraries,including Japan's designated manager system,hometown tax,lifelong learning system,services for the elderly,and the promotion of reading for minors.Finally,it points out that the development of grass-roots libraries in Japan has the following implications for China:establish sound regulations and policies to clarify the positioning,tasks and standards of grass-roots libraries;explore socialized operations appropriately to maintain publicity and professionalism;and give full play to their social and educational functions to meet the needs of the community and the residents.
