Exploration on the Effective Path of Rural Public Cultural Service Governance in Ethnic Areas:Taking Guizhou Rolling Dragon Culture as an Example
As the construction of China's basic public cultural service system is becoming more and more perfect,effective governance is increasingly becoming the subject of rural revitalization.Taking the Guizhou Dragon Rolling Culture and Art Festival as an example,the article combed the resource selection patterns in the process of dragon rolling culture governance in four villages in Guizhou,combining the characteristics of the rural field,and taking relevance and publicity as the caste attributes,and found that the localization of the four villages presented four resource combination paths,namely,the traditional administration,traditional customary practice,sectional participation,and civic organization,under the effect of the coupling of resources of the governance of the public cultural services.Through comparison,it is found that the localization of the governance of local public cultural services has shaped the simple governance mode of village community provision,the hierarchical governance mode of inclusive provision,and the integrated governance mode of value co-creation.At the same time,it is also found that the applicability of the rural social context and modern governance technology and resources,the risk of unsustainability due to the change of governance resources,and the need to improve the mechanism of selecting and combining governance resources are becoming more and more prominent.Under the requirements of modernization of rural cultural governance,we should focus on upgrading governance resources with digital technology,leading the integration of multiple governance resources with differences,and activating the resilience of governance resources with the tension of excellent traditional culture,so as to help the governance of rural public cultural services to be effective and the realization of rural revitalization.
