Popular will in Taiwan region,adorned with a sacred halo,seems to be the legitimacy foundation of politics.However,in practice,the value meaning of popular will is constantly compressed,while its instrumental aspects are infinitely expanding.The expression of popular will has effectively transformed into a presentation of viewpoints after large-scale mobilization,thereby turning popular will presentation into a technical rather than a value issue.Furthermore,the presentation of popular will has become a process of guiding and shaping viewpoints.The construction and reinforcement of the"concept cocoon"has strengthened the effectiveness of guiding and shaping public opinion,leading to a further decline in the society's capacity for rational reflection.The constraining effect of public opinion on political structure and ecology is gradually diminishing,and the imbalance within the political system is becoming increasingly prominent.
