大变局下美国推动台湾问题"国际化"的逻辑

摘要
近年来,受到中美战略竞争、俄乌冲突和新冠疫情等多重因素的影响,美国涉台政策出现以推动台湾问题"国际化"为核心特征的新变化.其主要包括政治策略、同盟策略、外交策略和议题策略.在同盟策略中,美国与盟友形成了"集体介入"台海局势的新模式.在议题策略中,美国将台湾问题与国际热点问题挂钩,意图模糊台湾问题的政治属性.美国的同盟策略与议题策略在国际、周边和台湾岛内三个层面产生了弱化一中原则共识、诱发周边国家战略冒进和传递错误政治信号的叠加式风险.从研究议程的角度来看,未来关于台湾问题"国际化"的研究重点将有三方面的内容,包括美国涉台政策中的非传统手段、美国与台湾地区内部选举周期重叠产生的影响以及中方反外部势力干涉的策略研究.
Abstract
In recent years,influenced by multiple factors such as US-China strategic competition,the Russia-Ukraine conflict,and the COVID-19 pandemic,US policy on Taiwan region has undergone significant changes characterized by promoting the"internationalization"of the Taiwan question.Existing scholarship has explored US policy on Taiwan region from strategic,national,and Taiwan authorities perspectives.However,there is a lack of systematic research on the"internationalization"of the Taiwan question.In view of this,this paper proposes a research agenda on the"internationalization"of the Taiwan question,which includes concept discrimination,causal mechanisms,strategy types,risk assessment,and Chinese mainland response.Additionally,this paper examines the intensification of Sino-US strategic competition.It uses alliance strategy and agenda strategy as case studies to explore the specific application logic of the US strategies to promote the"internationalization"of the Taiwan questions.It evaluates the risks and demonstrates how to apply the research agenda to the analysis of realpolitik.The conclusion presents three key directions for extending the research agenda.
