The Functions,Structure,and Motivations of the"Taiwan Friendship Group"in the French National Assembly:A Case Study of the 15th National Assembly
Europe is the primary direction for the Taiwan region's"parliamentary diplomacy"outside the United States.The National Assembly,as an active participant in French foreign policy,has established the"Taiwan Friendship Group",which acts as an important lever for Taiwan authorities's"parliamentary diplomacy"efforts.The"Taiwan Friendship Group"has two main functions:firstly,to promote"pro-Taiwan"and"China-related"legislation within the parliament,and to issue"pro-Taiwan"public statements outside the parliament;secondly,to coordinate contacts between the"legislators"and government officials of both sides,thereby enhancing Taiwan authorities's"international visibility".The"Taiwan Friendship Group"consists of 80 members,who can be categorized into three types:pro-US and pro-China,anti-US and pro-China,and pro-US and anti-China.Three motivations explain the political attitudes of the group members:Firstly,party affiliation has a significant impact on the political attitudes of French politicians.The ruling party alliance maintains a"balance"between the US and China,while the left wing has divergent views on China policy and the right wing is generally pro-US.Secondly,the personal ideological spectrum of legislators shapes their political positions.Thirdly,the motivation for re-election is a rational choice that influences legislators'participation in"pro-Taiwan"activities.
