On the Dual Identity of Chinese Citizens and Regional Residents of Both Sides of the Taiwan Strait
The people on both sides of the Taiwan Strait are all citizens of China,with no difference in nationality,but with a distinction in registered residence.They possess a dual identity as being both Chinese citizens("nationals")and regional residents.In the regulatory system of Taiwan region,"the resident with the household registration in Taiwan"and"citizens of the Republic of China"—as defined by its legislative,judicial,and administrative organs—are two different concepts,reflecting such a dual identity of being both regional residents and Chinese citizens.However,the 2023 interpretation by the administrative agency in Taiwan region,which states that individuals from Chinese mainland living in Taiwan region are not"citizens of the Republic of China",misinterprets the relevant legal norms and attempts to advocate"Taiwan independence",which is destructive to cross-Strait relations and is worthy of vigilance.
