On the Effects of Elevation of Open Economic Zone on the Scale and Quality of Enterprise Innovation
This paper constructs a DID model at multiple time nodes to empirically assess the impact of elevation policies of open economic zone at provincial level on the scale and quality of enterprise innovation.The results indicate that the eleva-tion promotes both innovation output by reducing institutional transaction costs,enhancing marketization,and accelerating the inflow of innovation factors.Moreover,the effects are stronger in non private enterprises,non high-tech manufacturing industries,high-tech zones,and small-scale cities.Therefore,to fully fulfill the leading and exemplary role of the zones in"promoting construction through elevation",we must focus on the synergy between effective government and market mechanisms,and optimize the institutional environment of the zones based on the inherent economic characteristics of each city.
