Construction of Synergistic Governance System for Safety Supervision of Mass Sports Events in China——Evidence-Based Analysis of Fatal Events
Based on the theory of collaborative governance,an evidence-based analysis was conducted on the fatal events of mass sports events in China. The study concludes that there are problems such as the lack of local and grass-roots governments'supervi-sion and emergency response after the decentralization of public sports supervision power, the dilemma of"responsibility and ability"in the operation of mass sports events by private enterprises, the marginalization of single sports associations in the operation and management of sports events and the structural unfairness in the participation of citizens. In order to realize the collaborative govern-ance of mass sports events,it is necessary to reconstruct the government's power and the co-governance pattern of government and society,to strengthen the regulation of market access and promote the standardized development of mass sports events,to clarify the relationship between the rights, responsibilities and benefits of social organizations, and to give full play to the role of the main body of individual sports associations and to establish a qualification system of the event and cultivate the participants'professional quali-ties.
