Examination of Problems and Response Initiatives of Policies Related to Venue Facilities for Public Sports Services in China——Quantitative Analysis Based on 124 Policy Texts
Vigorously promoting the construction of public sports services is not only an effective way to meet the growing sports de-mand of the people,but also a fundamental work to enhance the comprehensive strength of sports in China and realize the important goal of a strong sports nation.With the research method of text analysis,124 policies related to public sports service venues and fa-cilities are taken as samples to analyze and discuss the main problems,realistic causes and response initiatives of policies related to public sports service venues and facilities in China.The study finds that the policies related to public sports service venues and facili-ties in China present the main problems of unbalanced policy promulgation,mismatch between policy objectives and development re-ality,lack of strong legal support for policy implementation,unclear rights and responsibilities of policy subjects,and lack of scien-tific embeddedness in the policies.The main reasons for this are that the authority of the subject at the policy development level needs to be improved,the relevant stakeholders at the policy promulgation level are in conflict,and the people's participation at the policy implementation level is not active.It is proposed to enhance the stability and operability of policies,strengthen the execution and su-pervision of policies,promote the legalization and proceduralization of policy implementation,enhance the scientificization and de-mocratization of policy decision-making,and promote the professionalization and wisdom of policy supervision.
