Reform Logic and Development Progression of Grassroots Sports Associations from Perspective of New Institutional Economics
Based on the perspective of new institutional economics,the study analyzes the internal logic,practical dilemmas and devel-opmental progress of grassroots sports associations in the context of local municipal sports associations.The study concludes that:as an important social subject to undertake the transfer of public functions of the government and provide a higher level of public sports services,grassroots sports associations have the internal logic of its reform,which includes clarifying the property rights attributes of grassroots sports associations,constructing a behavioral model of"cooperative game"between the government and the grassroots sports associations,and reducing the transaction costs of the government and the grassroots sports associations'cooperation and sys-tem formation.However,at present,due to the dependence on institutional inertia,the high conversion cost,the failure of the pur-chasing service system,the weak independent ability of the associations and the insufficient cultivation and protection policies,the as-sociations have experienced the real dilemmas of ambiguous definition of property rights,dependence on resource paths,and lack of institutional incentives in the process of reform.The paper proposes to clarify the boundaries between the government and the socie-ty,to build an equal and sustainable cooperation model between the government and the society,to comprehensively improve the in-dependent development ability of the society,to truly realize the"delinking and autonomy",to standardize the process of purchasing services and to improve the supporting cultivation and supervision system.
