Theoretical Logic and Strategy of Realization of Community Sports Development Right in New Era
This paper interprets the essential connotation of the right to sports development from the perspective of jurisprudence,probes into the theoretical logic of the realization of the right to community sports development,points out the practical dilemma of the realization of the right to community sports development,and puts forward the countermeasures for the realization of the right to community sports development.The research shows that the theoretical basis of community sports development right is the theory of development right and the theory of people-centered thought.The realization logic of community sports development right includes three levels:independent activities,organizational activities and rights protection and relief.Among them,the realization logic of in-dependent activities emphasizes individual subjective initiative;the realization logic of organizational activities pays attention to the external objective regularity;the realization logic of relief and protection of rights requires to improve the right relief mechanism.It is found that the dilemma of the realization of the right to development of community sports is reflected in four aspects:the weak awareness of community sports rights,the relative lack of sports infrastructure,the coordinated imbalance of sports governance mechanism and the imperfect relief mechanism.The paper proposes to give full play to the effectiveness of publicity mechanism and improve the awareness of sports development rights of community people,to complete sports infrastructure and ensure the basic con-ditions for the realization of the right to development of community sports,to optimize the sports governance mechanism and improve the governance ability of the realization of community sports development right,to improve the right relief mechanism and expand the right protection path for the realization of the right to development of community sports.
