体教融合理念下"学校教练员"岗位设置:政策·问题·路径

"学校教练员"岗位设置是深化体教融合工作,培养体育教师和教练员队伍,解决学校体育师资力量薄弱、竞技体育后备人才匮乏、优秀退役运动员就业不畅等问题的重要举措.基于"学校教练员"岗位设置的政策解读、作用阐释及脉络梳理,针对政策实施的具体问题提出纾解路径.研究认为,"学校教练员"岗位设置相关政策的制定进程呈现出文件内容由建设性提议逐渐趋近实质性制度建成,多重政府部门协同综合化程度提高,多类型政策法规及法律文本协同治理的演变特征.目前政策实施面临以下问题:政策解读不足与贯彻滞后,制度难以定期开展落实;运动员文化知识素养较低,教育职业道德意识薄弱;社会学校家庭认知偏颇,教练员职称评定晋升道路不畅.据此提出具体纾解路径:加强多部门联动协作推进政策实施工作;不断完善补充相关配套制度;强化退役运动员文化知识素养养成与教师职业道德培养;积极构建"体教融合"学校体育氛围.
Position Setting of"School Coaches"under Concept of Sports-Education Integration:Policies,Problems and Paths
The post setting of"school coaches"is an important measure to deepen the integration of sports and education,cultivate the physical education teachers and coaches,and solve the problems of poor teacher forces in school sports,lack of reserve talents in competitive sports,and poor employment of excellent retired athletes.Based on the interpretation of the policy and explanation of the role of the post of"school coach",the paper proposes a path to alleviate the specific problems in the implementation of the policy.The study concludes that the process of formulating policies related to the posting of"school coaches"is characterized by the evolu-tion of the content of documents from constructive proposals gradually approaching the completion of substantive systems,the in-crease in the degree of synergy and integration among multiple government departments,and the synergistic governance of multiple types of policies,regulations,and legal texts.At present,the implementation of the policy is facing the following problems,i.e.,insufficient interpretation of the policy and lagging implementation,making it difficult for the system to be implemented on a regular basis,insufficient athletes'cultural,intellectual literacy and awareness of professional ethics in education,and the difficulty in job promotion for school sports teachers.Accordingly,the paper proposes to strengthen the multi-sectoral coordination to promote the implementation of the policy,continuously improve and supplement the relevant supporting system,strengthen the cultural knowl-edge of retired athletes and the professional ethics of teachers and actively build the"integration of sports and education"in the school sports atmosphere.
