The"Three Districts"Talent Support Plan for Sci-tech Personnel Special Project Plan is a special project plan established by the Ministry of Science and Technology of PRC to improve the level of sci-tech services in the"Three Districts".It has been implemented for many years.This paper studies the implementation and effectiveness of the"Three Districts"sci-tech personnel special project in Taiyuan City in recent years,analyzes the main problems and difficulties faced by Taiyuan City in implementing the"Three Districts"project,and proposes the implementation path of sci-tech innovation for the"Three Districts"special project,in order to provide reference for the scientific decision-making of relevant management departments in the"Three Districts"and provide reference for agricultural sci-tech service personnel in the"Three Districts"to execute projects.
