国家自创区科技创新政策评价指标体系构建研究

本文指出国家自创区是引领我国创新驱动发展的示范区和支撑高质量发展的先行区,为推动创新驱动发展,各级政府高度重视并出台了一系列国家自创区科技创新政策.本文为评估国家自创区科技创新政策制定与颁布的科学性,基于科技创新政策内容本身,构建了科技创新政策创新力度、政策完善度和政策协同度 3 个维度政策评价指标体系,以期对今后我国国家自创区科技创新政策制定及国家创新体系构建提供理论框架和实践参考.
Abstract
National Independent Innovation Demonstration Zone is a demonstration zone leading the innovation-driven development of China and a pioneer zone supporting high-quality development.In order to promote innovation-driven development,governments at all levels have attached great importance to and introduced a series of national SIZ sci-tech innovation policies.In this paper,in order to assess the scientificity of the formulation and promulgation of SIZs'sci-tech innovation policies,we construct a three-dimensional policy evaluation index system based on the content of sci-tech innovation policies themselves:innovation strength,policy perfection and policy synergy.It is expected to provide a theoretical framework and practical reference for the formulation of sci-tech innovation policies in SIZs and the construction of national innovation system in China in the future.
