国家企业技术中心创新评价支配下的专利申请策略
Patent Application Strategies Under the Dominance of Innovation Evaluation Policies for National Accredited Enterprise Technology Centers

摘要
在国家认定企业技术中心每两年一次的评价中,由于其他评价指标的相对固定性和提升困难性,专利申请数的权重在全部评分中占比较高,其正成为企业为顺利完成国家企业技术中心复评而备受重视的一个关键变量指标.本文以国有企业Q公司所有的国家企业技术中心为例,分析了其近年来的专利申请管理策略以及采取这种策略的深层次原因,指出了这种策略存在的问题,并提出了相应的改进对策.
Abstract
According to national policies,the national accredited enterprise technology centers are required to be evaluated biennially.As it is difficult to improve other indexes which are relatively stable,and meanwhile the weighting of the patent application numbers plays an important role in the total performance scores,the patent application becomes a concerned and crucial variable for the enterprises to smoothly pass the evaluation.This paper takes a national accredited enterprise technology center,owned by state-owned Q company,as a research case,to analyze its patent application strategies in recent years and its underlying motives,to conclude the problems of such strategies,and to propose corresponding countermeasures to solve these problems.
