创新思路下的科技成果转移转化路径研究——以山西科技成果转化实践为例

摘要
科技成果转移转化是实现科研成果市场价值的关键环节,政府及相关管理部门为实现科技成果高效转化推出了一系列政策措施,在推进科技成果转移转化"最后一公里"上起到了关键引导作用.本文分析了山西省 2017 年以来科技成果转移转化的主要做法及成效,提出仍然存在的可转化成果质量不高、数量不多、转化人才缺乏等问题,提出通过出台反向递推的转移转化为导向的评价机制等建议,对新形势下科技成果转化途径进行了有益探索和研究.
Abstract
The transfer and transformation of sci-tech achievements is a key link to achieve the market value of scientific research achievements.The government and relevant management departments have launched a series of policy measures to achieve efficient achievement transformation,playing a key guiding role in promoting the"last mile"of achievement transfer and transformation.This paper analyzes the main practices and achievements in the transfer and transformation of sci-tech achievements in Shanxi Province since 2017,proposes the existing problems of low quality,limited quantity,and lack of talent for transformation,and proposes a reverse recursive transfer and transformation oriented evaluation mechanism to beneficially explore and study the path of sci-tech achievements transformation under the new situation.
