Research on the Planning of Sci-tech Innovation to Serve Regional Economic Development in Henan Province

摘要
本文通过对比《"十三五"国家科技创新规划》的11 个指标,对河南省中长期和"十三五"期间科技创新发展目标进行了系统研究,分析了科技创新规划部分指标进度较为缓慢的原因,并对科技创新发展目标主要指标设置给出具体建议,通过指标数据合理制定科技创新规划,明确了各个领域的科技创新重点和方向,为培育和壮大新兴产业,提升河南省经济的创新能力和竞争力提供了理论支撑.
Abstract
This paper systematically studies the development goals of sci-tech innovation in Henan Province in the medium to long term and during the 13th Five Year Plan period by comparing 11 indexes of the National Science and Technology Innovation Plan.The reasons for the slow progress of some indexes in the sci-tech innovation plan are analyzed,and specific suggestions are given for setting the main indexes of the sci-tech innovation development goals.Through the reasonable formulation of sci-tech innovation plans based on index data,the focus and direction of sci-tech innovation in various fields are clarified,providing theoretical support for cultivating and strengthening emerging industries,enhancing the innovation capacity and competitiveness of the economy in Henan Province.
