Research on the Optimization Path of the Ministerial-provincial Consultation Mechanism Based on the Sci-tech Governance Theory——Taking Guangdong Province as an Example
This paper points out that ministerial-provincial consultation is a new mechanism that combines local development needs with major national sci-tech deployments.Taking ministerial-provincial consultation as the research object,from the theoretical perspective of sci-tech governance,this paper expounds the basic connotation and characteristics of the theory of ministry-provincial consultation and sci-tech governance,and analyzes the theoretical guiding role of sci-tech governance in ministerial-provincial consultation.By studying the construction and evolution,development status and problems of the ministerial-provincial consultation mechanism of the Ministries and Guangdong Province,and giving full play to the practical guiding role of the theory of sci-tech governance,this paper proposes to explore the optimization path of the ministerial-provincial consultation mechanism of the Ministries and Guangdong Province,by improving the organization and management,deepening the reform of the system and mechanism,and promoting sci-tech innovation and the transformation of achievements.
