New research and development(R&D)institutions play an important role in promoting the upgrading of traditional industries,accelerating the transformation of achievements,and promoting sci-tech progress,through their unique operating mechanisms and the gathering of high-end innovation resource advantages.They are important carriers of sci-tech innovation and industrial development.However,with the adjustment of economic structure and industrial upgrading,new R&D institutions are also facing many problems and challenges.This paper will analyze these problems,explore solutions,in order to adapt to industrial upgrading and development,to enhance innovation capabilities,and to promote the healthy and orderly development of new R&D institutions.
