Evolution of National Policies on Mass Sports Since the Founding of the People's Republic of China——A Perspective Based on Advocacy Coalition Framework(ACF)
This study explores the evolution of national mass sports policies since the founding of the People's Republic of China from the perspective of the Advocacy Coalition Framework(ACF).It analyzes the advocacy coalitions and their belief systems within the policy subsystem,examines their logical evolution,and identifies the influences of policy subsystem,policy learning,and the external environment on the development of mass sports policies.Policy learning,influenced by policy orientation,is identified as the main driver of policy change,while the external environment provides direct impetus for behavioral transformation within the policy subsystem.The government-led coalition,guided by the Party and the government,has consistently held a dominant position.Recommendations include strengthening the organic integration of institutional mechanisms and practical exploration in future mass sports policies,adhering to the concept of pluralistic and coordinated governance,and expanding the scope of mass sports policy.
