摘要
在我国2035 年基本公共服务实现均等化的目标指引下,本文阐释了以精准化供给助力乡村公共体育服务均等化的内涵与价值,进而在审视乡村公共体育服务均等化现实困境的基础上,提出了它的发展路向.我国乡村公共体育服务供给存在需求识别不充分、供给决策不科学、服务执行不严格、绩效评价不全面等现实困境.鉴于此,提出以精准化供给助力乡村公共体育服务均等化的发展路向:以健全需求表达机制、加强服务信息公开促进供给需求识别精准;以强化精准化供给对决策科学性与系统性的引领、通过"以城带乡"加强服务要素流动促进供给决策精准;以完善服务执行流程监督、凝聚供给主体协同合作促进供给执行精准;以强化精准化供给对评价目标牵引、通过多元主体参与及全过程评价方式促进供给绩效评估精准.
Abstract
Guided by the goal of achieving equality in basic public services by 2035 in China,this paper elucidates the significance and value of employing precision supply to promote equality in rural public sports services.Moreover,after examining the practical challenges in achieving equality in rural public sports services,the paper proposes a development path.The supply of public sports services in rural China faces practical challenges,including insufficient recognition of demand,unscientific supply decision-making,lax service execution,and incomplete performance evaluation.In response,the paper proposes a development path for empowering the equalization of rural public sports services through precision supply:enhancing demand expression mechanisms and increasing service information transparency to facilitate precise identification of supply and demand;strengthening precision supply to guide scientific and systematic decision-making,and promoting precise supply decision-making through"urban-rural integration"to enhance the flow of service elements;refining service execution process supervision,fostering collaborative cooperation among supply entities to ensure precise supply execution;and reinforcing precision supply to guide evaluation objectives,promoting precise performance evaluation of supply through the participation of diverse entities and comprehensive evaluation methods.
