Influencing Factors of Public Sports Service Governance Modernization in Urban Communities of Shandong Province
Modernizing the governance of public sports services in urban communities is essential for developing a higher-level public fitness service system and serves as a key foundation for achieving modernization of national governance systems and capabilities.This paper uses literature research method,hierarchical analysis,and Delphi method to examine the factors influencing the modernization of public sports service governance in urban communities within Shandong Province from a holistic governance perspective.It develops an indicator system for these influencing factors,identifying 59 metrics across four dimensions:governance environment,governance entities,governance objects,and governance tools.The study highlights that indicators related to governance entities and governance tools are particularly significant.Factors such as the number of relevant policies,the recognition of modernization values,the level of government attention,the intensity of government supervision,the effectiveness of government planning,and market service levels are crucial for advancing the modernization of public sports service governance in Shandong Province.The governance process should address these influencing factors to improve the quality of public sports services in urban communities within the province.
