Practical Challenges and Implementation Strategies of Participatory Governance in Intangible Cultural Heritage of Sports
This paper employs literature research method and logical analysis to introduce participatory governance theory into the domain of intangible cultural heritage governance in sports.It elucidates the connotation of participatory governance in intangible cultural heritage of sports and discusses the current challenges and pathways to realization.The practical challenges facing participatory governance of intangible cultural heritage in sports include:low coordination among local administrative organizations,underdeveloped grassroots organizations,a lack of public cultural protection awareness,weak leadership capacity of local organizations,inadequate external resource integration channels,and the need to strengthen internal demand alignment.Furthermore,the ambiguous positioning of governance rights and responsibilities and excessive path dependence in the protection process are identified.Therefore,the following implementation strategies are proposed:"Empowerment"to facilitate the precise delegation of power from upper-level administrative forces,activating diverse identity expression among heritage subjects;"Recognition"to enhance awareness of sport protection participation,and focus on consolidating a consensus of diverse values among multiple stakeholders;"Collaboration"to explore an integrated ecological compensation mechanism and initiate a multi-stakeholder governance framework through multi-party negotiations.
