Regulatory Challenges and Optimization Strategies of Off-Campus Sports Training under the"Double Reduction"Policy——A Perspective of the Actor-Network Theory
The governance of off-campus sports training under"double reduction"policy requires coordination among multi-stakeholders.Based on the actor network theory,this paper positions the roles of government,sports training institutions,primary and secondary schools,students and parents,sports social organizations and non-human actors in the out-of-school sports training policy regulation actor network,expounds the network operation dilemma,and probes into the causes of the network operation dilemma from the two aspects of actors themselves and among actors.Finally,it puts forward the concept focus:to reach the policy consensus of the actors;Benefit conferring:change the value orientation of actors;Network Connection:An optimization proposal for Forming a co-governing Alliance of Actors.
