Quantitative Research on Sports Policy Texts for the Disabled in China from the Perspective of Policy Tools
From the perspective of policy tools,this study takes the national sports policies for the disabled since 1978 in China as the research sample,constructs a two-dimensional analysis framework of"policy tools and policy objectives"and conducts two-dimensional cross analysis.It is found that the emphasis of policy tools used in different stages of sports governance for the disabled is different;the matching of policy tools is unbalanced;the focus of policies to improve sports awareness of the disabled needs to be improved.Based on this,it is proposed to rationally use policy tools to promote the rationalization of sports governance policy structure for the disabled;gradually promote the optimization and integration of the use of policy tools and the achievement of policy objectives;and gradually improve the policy focus of enhancing the sports awareness of the disabled.
