Development of an Evaluation Model for Public Sports Service Supply Oriented towards Sense of Acquisition
A scientifically and rationally established evaluation mechanism for public sports service supply is capable of fully exerting its guiding,motivating and regulating functions,effectively facilitating the optimized supply of public sports services.Through an in-depth analysis and reflection on the existing evaluation system of public sports service supply,this paper extracts four major principles for model construction.By adopting the Key Process Area(KPA)and Key Performance Indicator(KPI)as the methodology for model construction,a public sports service supply evaluation model covering three-level indicators and oriented towards enhancing the public's sense of acquisition has been successfully constructed.This model can effectively address the two core issues of"for whom"and"how to improve"in public sports service supply,prevent the disconnection between traditional supply evaluation and the actual sense of acquisition of the public,overcome problems such as survivorship bias that may exist in data sources,non-correspondence of some evaluation indicators,and misinterpretation of connotations.It removes the obstruction between the"first kilometer"of public sports service supply and the"last kilometer"of the public's sense of acquisition,providing a solid theoretical foundation for the effective supply of public sports services and the substantive enhancement of the public's sense of acquisition.
