This study uses literature research method,logical analysis method and other research methods,and uses PEST analysis method to explore the current political,economic,social and technological environment of winter tourism in the new era,summarizes the favorable policies,identifies the bottlenecks in the high-quality development of winter tourism in the new era,and puts forward development paths.The study concludes that the main bottleneck for the high-quality development of winter tourism in the new era is the shortage of winter tourism industry talent,insufficient"innovative drive"of winter tourism cities,and the"young age"of winter sports participants among the population.To seize the opportunities and overcome the bottlenecks,the following development paths are proposed:cultivate and introduce talents to comprehensively promote high-quality personnel construction;shape the digital leadership of winter tourism brand to lead mass participation.
