摘要

基于积极响应新课标教学改革和实现区域体育教育高质量发展的整体思考,南京市教育局和南京市体育局率先在全国联合推出"小学体育与健康基础体适能"项目.本文对"基础体适能"这一新概念的演进历程和"基础性"特征进行阐述,梳理和辨析其产生背景和概念内涵.依据新课标的指导方向和南京市局发布的系列文件,提出小学体育与健康基础体适能项目的设计理念和目标定位,以及顶层设计的落地路径,以期为学校体育工作者落实新课标和开展基础体适能项目有所帮助,从而实现基础阶段体育教育的高质量发展.

Abstract

In response to the new curriculum standard teaching reform and to achieve high-quality development of regional physical education as a whole,Nanjing Education Bureau and Nanjing Sports Bureau took the lead in jointly launching the"Basic Physical Fitness for Primary School Physical Education and Health"project nationwide.This paper elaborates on the evolution process and"basic"characteristics of this new concept of"basic physical fitness",and sorts out and differentiates its background and conceptual connotation.According to the guiding direction of the new curriculum standard and the series of documents issued by the Nanjing municipal bureaus,the design concept and goal orientation of the basic physical fitness project for primary school physical education and health,as well as the implementation path of the top-level design are proposed,with the expectation of providing assistance for school physical education workers in implementing the new curriculum standard and carrying out the basic physical fitness project,thereby realizing the high-quality development of physical education in the basic stage.
