In the field of talent development in elite sport,the traditional three-level training network requires mechanism innovation and improvement.The challenge of innovating to achieve cross-sector collaborative governance is an important task.Using thematic analysis in critical realism approach,this study analyzes the issue of how to achieve collaborative governance in youth elite sports talent development,taking city A in Jiangsu Province as a representative case in China.The results indicate that resource dependence,shared goals,and trust relationships are the triggers for collaborative governance in local elite sports talent development.Public institutions serve as bridges in constructing a local multi-departmental collaboration and competition structure,formal institutions ensure the benign operation of collaborative governance,and informal governance lays the foundation for consensus among multiple governance entities.
