Framework,Challenges,and Pathways of Cross-Departmental Collaborative Supervision of Individual Sports Associations in the Post-decoupling Era in China—Analysis from a Holistic Governance Perspective
In the post-decoupling era,promoting cross-departmental collaborative supervision of individual sports associations is essential to address practical challenges,reshape government-society relations,and establish a comprehensive regulatory system.Using holistic governance theory and logical analysis,this study explores the framework,challenges,and pathways for cross-departmental collaborative supervision of individual sports associations in China.The findings suggest that this framework consists of five key components:public value concepts,integrated coordination bodies,legal systems,coordination mechanisms,and information technology.At the current stage,cross-departmental collaborative supervision of individual sports associations in China faces obstacles in terms of concepts,organization,institutions,mechanisms,and technology.The study proposes several practical pathways to enhance cross-departmental collaborative governance,including cultivating public value concepts,improving comprehensive institutional configuration,optimizing and reconstructing institutional systems,strengthening coordination mechanisms,and advancing the integration of smart technologies.
