The Dilemma and Solution of Community Sports Governance from the Perspective of Collective Action
Community sports governance is a strong foundation to promote the national fitness strategy.Multi⁃subject cooperation is the essential requirement of community sports governance,but due to the influence of history,culture and cognition,in the practice process of community sports governance in our country,the stakeholder cooperation is insufficient,which brings the dilemma of"collective action".From the perspective of"collective action",the paper uses literature,theoretical analysis and logical analysis to analyze the dilemmas existing in community sports governance practice and the solution path,aiming at helping the national fitness governance system and governance capacity modernization.The study holds that under the influence of"rational economic man"and"collective action scale",the governing body falls into a"prisoner's dilemma"due to the game of public and private interests;The"tragedy of the Commons"resulted from the ambiguity of public and private rights and responsibilities;Because of the"short⁃term interests first",it is difficult to solve the"free rider cycle".To solve the a⁃bove problems,the solution path is proposed:first,based on the guidance of governance concept and the resonance of govern⁃ance emotion,reshaping individual rationality;The second is to strengthen the influence of the norms and technology embed⁃ment of system design to arouse public rationality;The third is to use the two⁃way force of internal drive and external drive to promote the effective cooperation of governance subjects and improve governance efficiency.
