运用实地考察、深度访谈、参与观察等方法,基于新SFIC模型的内涵阐释,分析国家民族传统体育保护传承示范区协同治理的理论逻辑与实践策略。理论逻辑:突破现行体制,夯实起始条件,推动政社合力是前提;转变政府职能,催化统一领导,建立高效体系是核心;打破部门壁垒,创新制度设计,构建体育空间是保障;破解多头管理,推进协同过程,实现治理目标是归旨。实践策略:坚持"共识""落实"与"协调"夯实起始条件,以"三点一线"与"三位一体"巩固催化领导,以"体制改革"与"简政放权"完善制度设计,以"平台建设"与"六方联动"优化协同过程。
Collaborative Governance of National Traditional Sports Protection and Inheritance Demonstration Areas Based on the New SFIC Model
By using the methods of field investigation,in-depth interview and participation observation,based on the connotation of the new SFIC model,this paper analyzed the theoretical logic and practical strategies of collaborative governance of national traditional sports protection and inheritance demonstration area.Theoretical logic:Breaking through the current system,consolidating the initial conditions,and promoting the joint efforts of the government and the community are the prerequisites.Transforming government functions,catalyzing unified leadership,and establishing efficient systems are the core.Breaking departmental barriers,innovating system design,and building sports space are guarantees.Cracking the multi-head management,promoting the collaborative process,and achieving the governance goal is the main purpose.Practical strategies:We should adhere to"consensus","implementation"and"coordination"to consolidate the starting conditions,consolidate catalytic leadership with"three points and one line"and"three-in-one",improve the system design by"system reform"and"streamlining administration and delegating power",and optimize the collaborative process by"platform construction"and"six-party linkage".
