社会组织嵌入提升体育场馆公共服务效能研究——基于汉江湾全民健身中心的个案分析

摘要
引导社会组织参与体育场馆公共服务供给,提升场馆公共服务效能是构建更高水平全民健身公共服务体系的重要途径.以嵌入理论为基础,结合汉江湾全民健身中心的个案材料,分析发现社会组织通过制度、资源、情感和能力嵌入场馆公共服务供给实践,场馆公共服务效能不断提高.为引导社会组织更好嵌入,需明确角色定位,增强社会组织专业能力;加强监管考核,激发社会组织内生动力;引导群众参与,提升社会组织发展活力;强化智慧赋能,深挖场馆公共服务潜力.
Abstract
Guiding social organizations to participate in the public services supply of sports stadiums and enhancing the public services efficiency in venues is an important way to build a higher level of public services system for the national fitness.Based on the embedding theory and combined with the case study material of Hanjiangwan public fitness center,it has been found that social organizations are embedded in the supply practice of public services for sports stadiums through the system,resources,emotions and capabilities,and then public services efficiency of sports stadiums is continuously improved.In order to guide social organizations to better embed,it is necessary to clarify the role position,and enhance the professional capacity of social organizations;to strengthen the supervision and assessment,and stimulate the endogenous motivation of social organizations;to guide the participation of the masses,and enhance the developmental vitality for social organizations;to strengthen the wisdom of empowerment,and dig deeper into the potential of public services for sports stadiums.
