摘要
近年来,我国适龄人口生育意愿偏低,人口出生率不断下降.尽管三孩政策已全面放开,但实际效果远低于预期.其中,0～3 岁婴幼儿"托育贵""托育难"的问题首当其冲.本文总结淮安市政府近年来针对 0～3 岁婴幼儿托育服务的政策现状及服务发展过程中存在的困境,在此基础上,探讨构建淮安市 0～3 岁婴幼儿托育服务体系的方法,为淮安市婴幼儿托育服务体系的建设和实施提供理论基础和实践指导,同时也为全国其他地区婴幼儿托育服务的发展提供参考.
Abstract
In recent years,the fertility willingness of the population of the right age in China is low,and the birth rate continues to decline.Although the three-child policy has been fully liberalized,the actual effect has been far less than expected.Among them,the problems of"expensive"and"difficult"childcare for infants aged 0 to 3 bear the brunt.This article summarizes the current policy status of childcare services for infants aged 0 to 3 in Huai'an City government in recent years and the difficulties in the process of service development.On this basis,the article discusses the method of constructing the childcare services system for infants aged 0 to 3 in Huai'an City,providing theoretical basis and practical guidance for the construction and implementation of the childcare services system for infants in Huai'an City,and also provides reference for the development of childcare services system for infants in other areas of the country.
