摘要

优化政策是促进职业教育发展的有效途径.基于政策工具的分析框架,采用内容分析方法和词云图对我国已颁布的23份关于职业教育高质量发展的相关政策文本进行分析解读和量化分析,发现职业教育高质量发展政策的工具运用存在着政策工具结构不合理、操作性不强,利益相关方的话语权不足,由此提出平衡好政策工具的结构、加强职业教育高质量发展政策工具的可操作性、提高政策利益相关方话语权等探讨性建议.

Abstract

Optimizing policies is an effective way to promote the development of vocational education.This article is based on the analysis framework of policy tools,using content analysis methods and word cloud maps to analyze,interpret,and quantitatively analyze 23 relevant policy texts on the high-quality development of vocational education that have been issued in China.Problems have been found in the application of policy tools,such as the unreasonable structure of polity tools,weak operabilty,insufficient discourse power of policy stakeholders,etc.Based on the discussion of existing problems,the essay put forward corre-sponding suggestions.
