Research on Policy of High Quality Vocational Education Development from the Perspective of Policy Tools——Content and Quantitative Analysis based on 23 Policy Texts
Optimizing policies is an effective way to promote the development of vocational education.This article is based on the analysis framework of policy tools,using content analysis methods and word cloud maps to analyze,interpret,and quantitatively analyze 23 relevant policy texts on the high-quality development of vocational education that have been issued in China.Problems have been found in the application of policy tools,such as the unreasonable structure of polity tools,weak operabilty,insufficient discourse power of policy stakeholders,etc.Based on the discussion of existing problems,the essay put forward corre-sponding suggestions.
