Research on Open Government Data from the Perspective of Public Service Value Co-creation
The co-creation of public service value plays an important role in stimulating the potential value of government data openness,but current research on this topic is somewhat insufficient.Starting from the structure,process and result of government data openness,it is found that government data openness can realize value co-creation through the path of"value expectation-value consensus-value symbiosis-value sharing".In order to better understand the dynamic process of value co-creation in government data openness,a case study was conducted on Hong Kong government data openness.It is be-lieved that promoting value co-creation in government data openness can be achieved through establishing value co-creation thinking and goal guidance,improving specialized laws and regulations,optimizing plat-form construction,and strengthening support.
