乡村旅游多维益贫性的实现机理

旅游可以促进区域减贫已成为共识,在我国精准扶贫和乡村振兴战略的支持下,乡村旅游因其造血式扶贫而备受重视,乡村旅游产业乘势迅猛发展,其产业扶持效应日益凸显.通过对大别山片区三个依靠乡村旅游减贫的代表县进行深度访谈调研,提出了乡村旅游益贫性的四个维度:经济维度、教育维度、参与机会维度和生活环境维度,通过分析这四个维度之间的关系,构建了乡村旅游多维益贫性实现的理论模型,分别提出了不同参与主体在提升乡村旅游益贫性方面的路径:政府应当监督引导产业链发展,旅游企业应当吸纳边缘劳动力,社区居民应当主动参与,旅游者应当增加正向消费,社会组织应当加大组织协调力度.
Abstract
It has become a consensus that tourism can promote regional poverty reduction.Supported by the targeted poverty alleviation and rural revitalization strategies in China,rural tourism has gained significant attention due to its self-sustaining poverty-alleviating effects,and thus enjoyed rapid development with its increasingly prominent industrial support effect.Through in-depth interviews and research in three representative counties in the Dabie Mountain area which rely on rural tourism for poverty reduction,this study proposes four dimensions of poverty-alleviation of rural tourism,i.e.,the economic dimension,the educational dimension,the dimension of participation opportunities,and the dimension of living environment.By analyzing the relationships among the four dimensions,this paper constructs a theoretical model for achieving multidimensional poverty-alleviating effects in rural tourism.It also proposes different pathways for various stakeholders to enhance the poverty-alleviating effects of rural tourism.For instance,the government should supervise and guide the development of the industry chain;tourism enterprises should absorb marginalized labor;community residents should actively participate;tourists should increase positive consumption;social organizations should intensify organizational coordination.
