智慧社区体育中心韧性治理的逻辑进路、现实审视与纾解路径

智慧社区体育中心韧性治理是社会治理创新与数字技术的互动融合，是推进基层体育治理的必然遵循与时代要求。运用文献资料、实地考察等方法，在系统阐释智慧社区体育中心韧性治理理论内涵的基础上，明晰以推动治理体系和治理能力现代化为发展目标，以服务人民和技术革新为发展原则，以治理精准化、智能化、现代化为发展方向的逻辑进路。针对政策制定及执行失范、治理主体互动匮乏、公众参与意识淡薄、智慧化建设缓慢、场地设施供需失衡等现实困境。从构建制度韧性、优化组织韧性、激发社会韧性、革新技术韧性、巩固空间韧性等五个维度提出纾解路径。
Logical Approach,Realistic Examination,and Relief Path of Resilient Governance in Smart Community Sports Centers
The resilient governance of smart community sports centers is the interactive integration of social governance innovation and digital technology.It is also the inevitable requirement of the times to promote grassroots sports governance.Adopting literature review,field investigation,logical analysis and other methods,on the basis of systematic connotation of the resilient governance theory of smart community sports center,this study clarified the logical path of promoting the modernization of governance system and governance capacity as the development goal,serving the people and technological innovation as the development principles,and precision,intelligence,and modernization of governance as the development direction.In the face of the current challenges encountered by the development of resilience governance in smart community sports centers,such as policy formulation and implementation failure,lack of interaction among governance entities,weak public participation awareness,slow construction of smart services,and imbalanced supply and demand of venue facilities,this paper proposed the following relief path:building institutional resilience and adhering to the coordinated advancement of institutional construction and supervision and evaluation;optimizing organizational resilience and forming multi-effect linkage among multiple entities,stimulating social resilience,strengthening publicity,education and residents'awareness of participation,innovating technology resilience and forming synergy between infrastructure and digital technology,consolidating space resilience and emphasizing the integration of resources and the precise layout of activity space.
