Legislative Reflection and Norm Shaping of Anti-Doping Education:Empirical Study Based on Investigation of Anti-Doping Education Among High-Level Chinese Athletes and Support Personnel
The"Anti-Doping Regulations(Revised Draft)"have introduced a series of provisions concerning anti-doping education.In light of this legislative amendment,a careful examination of the actual effectiveness of anti-doping education becomes crucial for shaping and regulating the rules governing anti-doping education,which involves exploring which factors significantly impact the effectiveness of anti-doping education and,taking into account of these influential factors,how to construct a more comprehensive system of rules for anti-doping education.To address this,a survey was conducted on the anti-doping education status.The study revealed that factors such as the specifications,duration,and frequency of anti-doping education activities,as well as the sport types and learning willingness of the interviewees significantly affected the effectiveness of anti-doping education.Building upon these findings,the study proposed a legal framework for anti-doping education that focused on three dimensions:balance between obligations and rights,systematic balance in considering rule-setting elements,and dynamic balance in designing the content of rules.This framework aimed to shape the legal norms of anti-doping education,promoting scientific and refined regulation in this field to ensure the implementation of President Xi Jinping's important directives on anti-doping work within the framework of governing by law.
