Social Organizations Participating in Cross-Domain Governance of Urban Agglomeration Sports Public Services Based on Yangtze River Delta Investigation
To build a new pattern of cross-domain governance of urban agglomeration sports public services,which is co-built,co-governed and shared,it is necessary to give play to the subjective role of sports social organizations.Through literature study,field research and logical induction,and based on the embedded governance theory,the analysis framework of social organizations'participation in the cross-domain governance of urban agglomeration sports public services was proposed which covered the four-dimensional embedded elements such as capacity,system,relationship and resources.According to the research,the current social organizations'participation in the cross-domain governance of sports public services in urban agglomerations had such realistic difficulties as the professional capacity of cross-domain governance needed to be strengthened urgently,the support of institutional norms was limited,the relationship with the government and market entities needed to be rationalized,and the acquisition and integration of governance resources was insufficient.Based on the investigation of the basketball associations of three provinces and one city in the Yangtze River Delta,the following practical approaches were put forward:to improve the professional ability of cross-domain governance and broaden the space for organization participation,to improve the cross-domain governance system design to ensure that organizations had rules to follow,the combination of government empowerment and market support enhanced the organization's participation in external force,to strengthen resource support and integration,and to improve the quality of organization participation service.
