体卫融合高质量发展的基本目标、现实困境及其纾解策略

摘要
体卫融合高质量发展是服务健康中国建设的重要支柱.运用文献资料法、逻辑分析法等方法,从发展目标、困境及其纾解策略方面探骊我国体卫融合高质量发展的问题.新发展阶段,体卫融合高质量发展目标是以普惠发展促进深度融合、创新发展促进优质融合、长效发展保障持续健康效应三个维度;其主要现实困境体现在文化环境缺失,素养良莠不齐;部门利益博弈,集成效应不强;行业壁垒高,资源融合不充分;发展模式单一,产业建设滞后;监管体系缺失,质量缺乏保障.聚焦目标导向和问题导向,提出体卫融合高质量发展的纾解策略:筑牢精准有力的制度保障,强化科学发展的理念认同,完善协同融通的运行机制,探索均衡优质的资源配置,推进蓬勃繁荣的市场建设.
Abstract
High-quality development of sports and health integration is the essential requirement for the Chinese path to modernization.In this paper,the goals,difficulties and strategies of the high-quality development were put forward.The goal of high-quality development of sports and health integration mainly included the pursuit of promoting in-depth integration and inclusive development so as to achieve high-quality integration and innovative development,sustaining healthy effect and long-term development.The major difficulties were reflected in the lack of cultural environment,co-existence of good and bad quality,sectoral interest conflicts,weak integration effect,industry barriers,insufficient integration of resources,simplistic development mode,weak industrial development,lack of supervision system and quality assurance etc.Goal-oriented and problem-oriented,strategies could target at building a precise and powerful guarantee system,strengthening the concept of scientific development,perfecting the operation mechanism,exploring the balanced and high-quality resource allocation,and pushing forward the construction of a thriving market.
