The construction of new productive forces is of great significance to the development of competitive sports in colleges and universities.This paper studied the spillover effect and risks of the new enrollment policy on college competitive sports.It was held that the policy might produce spillover effects such as"herding effect","cliff effect","half way effect"and"chain effect".According to the development requirements of the new productive forces,it was necessary to match the ideas of the new productive forces to take action to meet requirements,to innovate the education mode,and to implement the new mechanism and system.
