Power Diffusion of International Sports Autonomy:A Further Discussion on New Trend and Dilemma of Global Anti-doping Governance
The interactive relationship between sports autonomy and politics is the frontier of the international sports research.Based on the theory of power dispersion in the field of international relations,focusing on the anti-doping field where the conflicts between private rights in sports and public rights is the most intense,the current global anti-doping governance system is seen as a direct product of conflicts and balances between the international sports governing bodies,public authorities and other stakeholders.The dispersion of autonomous powers as a phenomenon generated after the game is what the international sports organizations must face after the reform of good governance.The global anti-doping governance led by WADA will show three trends,which include WADA's transition from independence in appearance to in essence,legislative and decision-making processes from procedural democracy to substantive democracy,and WADA's hegemony status continuing to be directly challenged by public authorities.There are three dilemmas the future global anti-doping governance may face,which are officials'interests not to be decoupled,insufficient representation of power subjects,and under-regulated exercise of extraterritorial jurisdiction of public authority.It is suggested the global anti-doping governance reform led by WADA should be committed to considering the decentralization of autonomous power in the overall strategy of good governance reform,and actively build a multi-level and multi-subject interest balance mechanism to break the cooperation dilemma among all parties.
