Values,Objectives and Practice of"Effective Governance"of Rural Sports under Perspective of Rural-Urban Integration
Integrated urban-rural development is an inevitable requirement of the Chinese path to modernization.To eliminate the urban-rural divided pattern and seek high-quality development of rural sports in order to achieve a new pattern of urban-rural integration,effective governance of rural sports is the top priority.From the perspective of urban-rural integration,literature and logical analysis were adopted to clarify the effective values of rural sports governance.Based on multidimensional goals and drawing on the new endogenous development theory and the urban-rural governance for"coexistence,co-construction,win-win",a three-dimensional network governance structure framework of"rural-county-city"was constructed.It was found that rural sports governance presented a transformation from urban-rural separation to urban-rural co-governance,a change from national will to people-orientation,a turning from single dominance to diverse collaboration,a correction from rigid transmission to resilient interaction,and a shaping from cultural fracture to cultural confidence.Under the guidance of effective governance goals,specific approaches for rural sports governance were proposed based on establishing a new direction for the relationship between urban and rural sports that promoted the free and overall development of the people,promoting the empowerment of rural communities,and building a three-dimensional network governance system that combined external empowerment and internal activation.
