推进职业教育高质量发展的政策特征、对策与反思——基于20份省级政策文本的分析

增强职业教育适应性的关键在于推进职业教育高质量发展.对 20 份省级政府推进职业教育高质量发展政策文本进行分析发现:省级"政策群"已基本形成,呈现出以多部门联合发文为主、发文时间跨度大、目标规划欠缺精度、体例结构多样化等特征;省级政府在推进职业教育高质量发展上均注重搭建学生成长立交桥、构建"双主体"育人模式、提升人才培养质量以及打造区域职业教育品牌;但也存在政策内容同质化、政策主体权责利边界缺失、政策系统性与前瞻性不足等问题.为进一步提升对策有效性,省级政府应从创新政策内容,构建本土化政策话语体系;明晰权责利边界,深化多元主体合作网络;科学设计政策,提升政策系统性与前瞻性三个方面予以努力.
Policy Characteristics,Countermeasures and Reflections on Promoting High-Quality Development of Vocational Education-Text analysis based on 20 provincial policies
The key to enhance the adaptability of vocational education lies in promoting the high-quality development of vocational education.Based on the analysis of 20 provincial government policies to promote the high-quality development of vocational education,it is found that the provincial policy group has basically formed,presenting the characteristics of multi-part joint publication,long time span of publication,lack of precision of target planning,diversified style structure,etc.Provincial governments all focus on building a bridge for students'growth,constructing a double-body education model,improving the quality of talent training and building regional vocational education brands in promoting the high-quality development of vocational education.However,there are also problems such as homogenization of policy content,lack of boundaries between the power,responsibilities and benefits of policy subjects,and insufficient policy systematization and foresight.In order to further enhance the effectiveness of countermeasures and give full play to policy efficacy,provincial governments should make efforts in three aspects-innovating policy content and constructing a localized policy discourse system;clarifying the boundary of power,responsibilities and benefits,and deepen the network of cooperation among multiple entities;and scientifically designing policies to enhance policy systematization and foresight.
