Review and reflection on the Construction Policy of Vocational Education Innovation and Development Highland based on policy tools
The paper constructs a three-dimensional analysis framework of policy tools,provinces and policy objectives,and carries out a coded and quantitative statistical analysis on the text of vocational education innovation and development highland construction policy jointly released by the Ministry of Education and 11 provinces(municipalities directly under the Central Government).The research finds that:the types of policy tools are fully configured,but there is a structural imbalance in the use of forms,and there is a strength bias in response to other policy objectives.In addition,the underlying logic of choosing policy tools and making policies is similar in different regions,Still,the differences in provincial and municipal conditions directly affect the selection of construction objectives of vocational education heights.Based on the above results,it is suggested that at the macro level,all regions should conform to the trend of pursuing high-quality development of vocational education,and the construction policies of vocational education heights should comprehensively take into account the interests of all parties,meet the requirements of high-quality development,and meet the needs of provincial and municipal conditions.Regarding operation,government functional departments need to reshape their role positioning and shift management to overall planning.In formulating policies,policy tools should be allocated scientifically and reasonably to release the development space of vocational education highland construction by streamlining administration and delegating power.
