三标度层次分析法下的智慧城市指标体系裁剪方法

随着全国范围内智慧城市建设工作的加速推进,评价工作已成为智慧城市建设中一个重要的环节。该文梳理了国内外智慧城市评价方法和实践经验,并提出面向评价指标体系的裁剪方法,即构建主题指标体系,以制定出突出城市特色的评价指标体系用于城市测评工作。该方法主要包括四个部分:指标项管理、指标体系构建、主题评价体系初步框架构建和指标裁剪方法。并在2016 版指标体系的基础上,构建了具有针对性的文明城市主题指标体系,用于国内中部6 个省会城市的文明城市建设的评价分析。结果表明,与原始测评成绩相比,对于符合主题特点的城市,其成绩或排名有所提升,较为贴切地展现出城市发展的真实水平与城市特点。同时其测评结果可为城市发展提供辅助支撑,并为各级地方政府制定新型智慧城市的发展战略和规划提供数据支持。
A Cutting Method for Smart City Indicator System Based on Three Scale Analytic Hierarchy Process
With the acceleration of the construction of smart cities nationwide,evaluation has become an important link in the construction of smart cities.We review the evaluation methods and practical experience of smart cities at home and abroad,and put forward a tailoring method oriented to evaluation index system,that is,to build a theme index system to develop an evaluation index system with prominent urban characteristics for the city evaluation work.This method mainly includes four parts:index management,index system construction,preliminary framework construction of subject evaluation system and index tailoring method.And on the basis of the index system of 2016 edition,a targeted civilized city theme index system is constructed for the evaluation and analysis of civilized city construction in six provincial capitals in central China.It is showed that compared with the original assessment results,the scores or rankings of cities that meet the theme characteristics have been improved,which more appropriately reflects the real level and characteristics of urban development.At the same time,the evaluation results can provide auxiliary support for urban development and data support for local gov-ernments at all levels to formulate development strategies and plans for new smart cities.
