摘要
后冷战时代,在缓和与接触基调的驱动下,美国亚太盟国借重拥有较大战略自主空间的"同盟漂流"时机,灵活调适外交战略,在中美之间实施议题领域间对冲,以实现既在经济上获益又在安全上避险的双重目标.然而,随着中美战略竞争力度的加强,美国收紧同盟约束、加强经济拉拢,其亚太盟国日趋融入美国的安全与经济大战略,又将各自与中国之间的经济议题安全化,恶化与中国的安全关系,实施由"对冲"至"去对冲"的战略转向,意图再一次实现既在经济上获益又在安全上避险的"一体两面"目标.历史地看,美国亚太盟国历经冷战时期的"追随",再到后冷战时期的"对冲",直至当下战略转向"去对冲",理论上也昭示这些国家存在回到对冲战略的可能性.然而,这种可能性既考验中国的战略韧性和战略智慧,也将考验这些国家战略自主权的成色,呼应在体系和单元层面的观念、结构和关系变化.
Abstract
In the post-Cold War era characterized by a tone of ease and engagement,U.S.allies in the Asia-Pacific region exploited the phenomenon of"alliance drift"to assert greater strategic autonomy.Such exploitation allowed for flexible adjustments in their diplomatic strategies,enabling a delicate balance between China and the United States across various issue areas to achieve the dual objectives of economic benefits and security risk escape.However,as strategic competition between China and the United States escalates,the United States has tightened alliance constraints and intensified economic cooperation efforts.Consequently,Asia-Pacific allies find themselves increasingly enmeshed in the U.S.security and economic grand strategy,leading to the securitization of economic issues vis-à-vis China and exacerbating bilateral tensions.In response,U.S.allies in the region have shifted from a strategy of"hedging"to one of"de-hedging",aiming to once again simultaneously pursue economic benefits and security stability in a changing geopolitical landscape.This strategic evolution reflects a historical trajectory wherein U.S.allies in the Asia-Pacific region transitioned from"bandwagoning"during the Cold War to"hedging"in the post-Cold War period,and now to"de-hedging"amid intensified strategic competition.Such changes also indicate a theoretical possibility of these countries returning to a hedging strategy.This possibility will not only test China's strategic resilience and strategic wisdom,but also the quality of these countries'strategic autonomy,echoed with changes in concepts,structures,and relationships at the system and unit levels.
