制度功能的多重性与上海合作组织扩员

摘要
2017年上海合作组织接纳印度和巴基斯坦为正式成员国,2023年7月完成接收伊朗的二轮扩员,对白俄罗斯的第三轮扩员也在进行中.尽管一系列稳定的结构因素和主动的模糊设计都限制了上合通过组织内部发展、加强约束力实现迅速提质的可能,但得益于制度功能的多重性特征,制度制衡、规范及治理功能的综合蓄力最终推动扩员实现.伴随战略环境的不断变动,成员国权力制衡的必要性和现实性持续加强,塑造并扩散"上海精神"等新型规范的需求不断高涨,成员国的扩员意向被逐渐推升.随着组织功能从非传统安全向经贸、人文等议题的全面扩展,借由"一带一路"与欧亚经济联盟等主要成员国间的战略对接,制度治理功能也通过协调外部机制得到提升.理解上合组织扩员的动因及逻辑,廓清对其功能涣散、治理低效的质疑,对于维护上合组织的发展势头、积极应对欧亚地区的秩序变动,促进发展中国家构建新型国际合作制度、加强多边合作,具有重要的现实意义和理论价值.
Abstract
In 2017,the Shanghai Cooperation Organization(SCO)accepted India and Pakistan as official member states.In July 2023,the SCO completed the second round of expansion to include Iran.The third round of expansion to Belarus is also ongoing.Although a series of stable structural factors and proactive fuzzy designs have limited the potential of the SCO to achieve rapid improvement through internal development and strengthening constraints,the multifaceted nature of institutional functions has facilitated comprehensive accumulation of checks and balances,norms and governance mechanisms that have eventually driven expansion.With dynamic changes in the strategic environment,there has been an increasing necessity and reality for power balance among member states,along with a growing demand to shape and disseminate new norms such as the"Shanghai Spirit."The expansion intention of member states has been gradually promoted.With the overall expansion of organizational functions from non-traditional security to economic,trade,cultural and other issues,and through the coordination of external mechanisms,such as the strategic docking between the"the Belt and Road"and other cooperative mechanisms,for instance,the Eurasian Economic Union,the institutional governance function has also been improved.Understanding the motives and rationale behind the expansion of the Shanghai Cooperation Organization,clarifying doubts about its lax functions and inefficient governance,is of great practical significance and theoretical value for maintaining its development momentum,actively responding to evolving order within the Eurasian region,fostering a novel international cooperation system for developing nations,and strengthening multilateral cooperation.
