摘要
"东盟中心"是东亚地区合作的基础性规范.既有研究大多从经验层面探讨当代"东盟中心"的构成要素,忽视了这一规范的历史形成过程和演变机制.本文对"东盟中心"规范的发展过程和演变机制进行考察,发现"东盟中心"规范的形成与早期的"东盟中立"原则有较大关联性,大国竞争和地区韧性是影响"东盟中心"规范的重要变量.随着大国竞争烈度和东盟地区韧性的变化,东盟从"中立"到"中心"的发展过程经历了四个阶段,呈现四种形态,可以被称为"依赖型中立"、"自助型中立"、"进取型中心"和"防御型中心".从20世纪60年代东盟成立时强调"中立"原则,到21世纪国际战略重心向太平洋转移后强调"东盟中心"规范,既显示了在大国竞争态势下东盟争取战略自主的继承性,又呈现出东盟团结与韧性的不断强化,以及在国际和地区进程中总体进取的发展态势.东南亚地区是大国战略竞争的核心区域,对"东盟中心"规范历史发展过程和演变机制的研究,对于我们理解地区乃至世界秩序的深刻复杂演变具有重要参考价值.
Abstract
ASEAN Centrality has become a foundational norm of regional cooperation in East Asia.Existing literature mostly attempts to discover the normative components of ASEAN Centrality through empirical analysis of contemporary regional processes,while neglecting the historical development and evolution mechanism of the norm.This paper traces the process of the initiation and evolution of ASEAN Centrality,and finds out that there is relatively strong correlation between the norm and the ASEAN principle of neutrality,and that power competition and regional resilience are two significant variables shaping specific types of ASEAN neutrality and ASEAN Centrality.From the principle of neutrality to the norm of centrality,ASEAN has gone through four stages with distinctive features,namely,reliant neutrality,self-assisting neutrality,progressive centrality and defensive centrality.From the ASEAN emphasis on the principle of neutrality around its establishment in the 1960s to its insistence on ASEAN Centrality when the international strategic gravity is shifting towards the Pacific in the 21st century,such historical development has demonstrated the consistency of ASEAN endeavor in achieving strategic autonomy amid power competition,the strengthening of ASEAN cohesion and resilience,and a general trend of ASEAN keeping forging ahead in regional and international processes.As Southeast Asia lies at the geopolitical core in the strategic competition of major powers,a study of the historical development and normative evolution of ASEAN Centralityis necessary and valuable in facilitating understanding of the profound changes in regional and world orders.
